Without retain_on_exit your record is deleted when you leave, not anonymised. Anonymised longitudinal data is re-identifiable and we will not claim otherwise.

That is the entire cohort payload. No raw observation and no identifier crosses the boundary — which is why borrowing sharpens your threshold without pooling anyone's data.
